Human Rights and Albania: Corruption, European Enlargement, and the Beleri Case

An open discussion on Albania’s lack of rule of law, widespread corruption, and the challenges it faces in its EU accession process

The discussion will address whether citizens’ votes in Albania are respected or systematically undermined, the extent of executive interference in the judiciary, and whether corruption among key police witnesses is an exception or the rule. It will also examine if disrespect toward the electoral will of minorities is isolated or a consistent practice, and whether the rights of the Greek minority are upheld by the Albanian state.

The panelists will focus particularly on the Beleri case, highlighting gaps on the Greek side in addressing Albania’s practices and the shifts in its political approach. Albania’s policies and practices deviate from the value system that should guide all EU member states. Can Europe accept a “state of injustice” within its ranks? Is the problem both bilateral and European? Should Albania undertake the necessary initiatives and reforms to ensure alignment with EU values before accession, and should Greece actively press for these measures?
